· Establish a screening and brief intervention program at Carroll County General Hospital's emergency department.

 

· Establish a new long term residential treatment facility for substance use disorders.

 

· Establish a half way house and ambulatory detox in the county.

 

· Educate the community on issues of stigma and discrimination by working with SOAR (Solutions, Opportunity, Advocacy, for Recovery).

                                                  

                                                     is a national initiative to increase the number of people who get quality treatment for alcohol and other drug problems. The first step to increasing treatment is to get consumers, family members, and key leaders to take steps to drive up demand.

 

HACCC was one of 14 communities selected in 2002 by Join Together to participate as Demand Treatment! II Partners. Join Together worked with teams from these communities to help implement strategies to expand local treatment options. Demand Treatment! and its co-sponsors worked with each community so that at the end of two years, each partner community had in place:

· an effective strategy to increase demand for brief interventions and treatment

· a plan to implement the strategy

· leadership and leveraged resources necessary to implement the strategy;

· local capacity to collect, analyze, and report substance abuse trends

· a plan to integrate principles of effective treatment throughout the community.

Each DT partner community received extensive technical assistance support from Join Together and its main DT partners, including the federal Center for Substance Abuse Treatment (CSAT), the Center for Substance Abuse Prevention (CSAP), the National Institute on Drug Abuse (NIDA), and the National Institute on Alcohol Abuse and Alcoholism (NIAAA). Leaders from DT communities took part in three leadership institutes, where networked with other DT communities, and learned from experts in such areas as community mobilization, constituency development, market research, and public relations. DT partner communities also received $60,000 awards to help implement their strategies to drive up demand for treatment.
